Our Fees and Pricing

All fee payments to Refresh Homes are paid in advance of a test on the Refresh Homes website using PayPal, unless otherwise noted below. BPI Proctors on the Proctor Network™ are required to have a PayPal account to receive payments from Refresh Homes; Candidates ordering tests are not required to have a PayPal account. Proctors are independent contractors and are responsible for their tax burden, insurance, any PayPal fees they might incur, and any BPI charges resulting from ordering wrong online tests or improperly proctoring a test. Refresh Homes is the BPI Affiliate responsible for payments to BPI.

Refresh Homes does not offer discounts for a retest of a failed test.

Refresh Homes created the Proctor Network™ and these low fees to enable BPI Proctors, as independent contractors, to be rewarded financially for their proctoring efforts. Refresh Homes reserves the right to adjust fees annually, at the first of the year, according to market demand and will notify Proctors of any pending changes with a minimum of sixty (60) days prior notice.

If a Candidate purchases your services through the Refresh Homes website, Proctor Fees due are automatically deducted, you are paid the remaining amounts. Refresh Homes shall pay to Proctor the remaining amounts via PayPal no less than once per month (typically on or near the 20th) and no sooner than forty-eight hours after a test. The Proctor "No-Show" Fee only applies if a Proctor fails to proctor a scheduled test purchased by a Candidate through the Refresh Homes website and shall be deducted from future earnings; the Candidate shall receive a full refund.

 

Candidate's Fees and Pricing
1. Any BPI Certification Online Test $250.00 per test
2. Any BPI Certification Field Test $400.00 per test
3. Cancellation Fee $25.00 per test

These fees only apply if Candidates purchase your services through the Refresh Homes website (via PayPal with a credit card) and are the retail price paid by the Candidate. Candidate Fees cover and include the proctored test by the Proctor and the Refresh Homes Proctor Fees. PayPal is used for credit card processing. Proctors may independently offer discounts to Candidates and, if offering discounts, Proctors shall be responsible for determining the amount of the discount, as well as the execution, delivery, and warranty of the discount. Refresh Homes shall not be involved with any Proctor-offered discounts.

 

 

Our Policies and Procedures

1. Application Process for Existing Proctors


1.1. Submit Documents: Qualified, interested individuals who are existing BPI proctors must submit:
a) BPI Proctor Application directly to BPI via their website or as BPI requires, with Refresh Homes listed as the BPI Affiliate,
b) Refresh Homes Proctor Network™ Application,
c) Refresh Homes Application Fee (non-refundable) per the Refresh Homes Fee Schedule: Proctor Pricing,
d) Resume (building science related),
e) scanned, legible JPG images of:
all current BPI ID cards (front and back), and
one other current, legal form of photo identification (driver's license, passport, etc.)

1.2. Approval: Upon receipt of the Proctor Network™ Application and the Application Fee, Refresh Homes will review the Application and supporting documents for approval or denial. If approved, Refresh Homes will submit to BPI for verification of qualifications and permission or denial for Refresh Homes to contract with Proctor.

1.3. Sign Agreement: Upon approval from BPI, a Refresh Homes Proctor Agreement shall be executed and signed by Refresh Homes and Proctor.

1.4. If Denied: Upon denial of application by Refresh Homes or BPI, Refresh Homes will notify applicant within 48 hours. Limit of three (3) applications per year per person.

 

2. Application Process for New Proctors


2.1. Submit Documents: Qualified, interested individuals who are not already a BPI Proctor for the tests they wish to proctor must submit:
a) BPI Proctor Application directly to BPI via their website or as BPI requires, with Refresh Homes listed as the BPI Affiliate,
b) Refresh Homes Proctor Network™ Application,
c) Refresh Homes Application Fee (non-refundable) per the Refresh Homes Fee Schedule: Proctor Pricing,
d) Resume (building science related),
e) JPG color photo for your BPI Proctor ID,
f) scanned or photographed, legible, digital JPG images of:
all current BPI ID cards (front and back), and
one other current, legal form of photo identification (driver's license, passport, etc.)

2.2. BPI Orientation: Applicant must comply with BPI orientation requirements including any teleconference or webinar or field proctor shadowing (with a BPI-Designee) as required by BPI.

2.3. Approval: Upon receipt of the Proctor Network™ Application and the Application Fee, Refresh Homes will review the Application and supporting documents for approval or denial. If approved, Refresh Homes will submit to BPI for verification of qualifications and permission or denial for Refresh Homes to contract with Proctor.

2.4. Sign Agreement: Upon approval from BPI, a Refresh Homes Proctor Agreement shall be executed and signed by Refresh Homes and Proctor.

3. Proof of Proctoring Ability Video


3.1. Record Video: Before an applicant is approved to be a Proctor for Refresh Homes, one two hour field test video must be recorded, submitted, and approved by Refresh Homes. The video must meet the following requirements:
a) video must be digitally recorded with audible, clear sound and focussed, stable, and adequately lit video,
b) video file must be in a .MOV format (required by BPI; many people use Handbrake ). Other formats may be submitted with a Video Conversion Fee (per Refresh Homes Fee Schedule).
c) video may be of a mock field test or a real field test with written permission of the candidate,
d) candidate chosen for the video should be able to complete a field test safely, but not necessarily correctly,
e) video should slowly pan each room/attic/crawlspace/etc. to give context, and should focus on the candidate, the proctor, the equipment, the combustion appliances, etc. so as to convey the essence and reality of the test, and
f) video should capture the Proctor performing a BPI field test (real or mock) with a two (2) hour time limit that is non-rehearsed with candidate, follows BPI and Refresh Homes proctoring protocols, and shows the candidate NOT scoring perfectly due to premeditated or otherwise incorrect performance during the field test. The video should capture how the Proctor handles a candidate who is performing a task incorrectly.

3.2. Submit Video: Once submitted to Refresh Homes, the video will be approved or rejected with written notice via email within 48 hours. If rejected, the Proctor may submit a different video for approval with a limit of three (3) video submissions per calendar year. Decisions shall be final.

3.3. Record Another Video: Refresh Homes may require additional video submissions initially or annually at its discretion, and approval or rejection shall be final determination in the termination or continuation of the Refresh Homes Proctor Agreement.

 

4. Qualifications


4.1. Per the Agreement: Proctors shall secure and maintain all credentials, equipment, CEU's, and insurance as required to comply with the Refresh Homes Proctor Agreement.

4.2. Calibration: Proctor shall submit records of equipment calibration to Refresh Homes via a twice yearly Statement of Calibration (which may be a form or an email stating all equipment and calibration dates).

4.3. QC/QA: Proctor agrees to comply with all requests from BPI and Refresh Homes for the purposes of quality control and quality assurance.

5. Financials


5.1. PayPal: Proctor shall establish and maintain a PayPal account (www.paypal.com ) for the purposes of receiving and transferring payments. Any PayPal fees incurred by the Proctor shall be the responsibility of the Proctor and any technical difficulties with PayPal shall be between the Proctor and PayPal.

5.2. Payments: All payments shall be made via PayPal; no cash, check, or money order will be accepted or sent.

5.3. Fees: All fees shall be subject to the BPI Fee Schedule and the Refresh Homes Fee Schedule as outlined in the Refresh Homes Proctor Agreement. Proctors shall be fully financially responsible for any BPI charges due to ordering a wrong test.

5.4. Taxes: No taxes will be withheld by Refresh Homes; Proctors shall be responsible for their own tax burden. Refresh Homes reports all income and payments to the IRS. Amounts paid by Refresh Homes to Proctors are paid as independent contractor payments. Proctors are expected to report these payments to the IRS as 1099 income and adhere to governing laws applicable to income earned. Refresh Homes may send a Form 1099.

5.5. Pay Dates : Payments to Proctor, according the Refresh Homes Fee Schedule, shall be made via PayPal no less than once per month (typically on or near the 20th of each month) and no sooner than forty-eight (48) hours after a test.

5.6. Discounts: Proctors may offer discounts to their own testing Candidates and shall accept full responsibility for the amounts, execution, and delivery of those discounts to the satisfaction of the Candidate. Refresh Homes shall not be involved with any Proctor-offered discounts. Refresh Homes does not offer discounts for a retest of a failed test.

5.7. Pre-Payment : Refresh Homes must receive full payment for tests in advance of the tests.

5.8. Questions: All communications regarding financial issues between Proctor and Refresh Homes shall be directed to Alyson Schacherer (alyson@refreshhomes.com) or Marshall Minshew (marshall@refreshhomes.com), and not to BPI.

 

6. Communications


6.1. Per the Agreement: All communications shall be as outlined in the Refresh Homes Proctor Agreement.

6.2. Email: Email shall be the primary method of communication. All individual emails shall be no larger than ten megabytes (10 MB) including attachments. Attachments may be compressed in a "zipped" file folder, or they may be sent in separate emails with sequentially numbered subject lines. For example, "John Smith BA Field Test docs part 1", "John Smith BA Field Test docs part 2", etc.

6.3. Computer Literacy: Proctors are required to secure and maintain the skills, equipment, and capabilities necessary to comply with BPI's and Refresh Homes' requirements for Proctors. Specifically, Proctors shall be able to:
a) send and receive emails with properly named attachments,
b) create, edit, and name files with various appropriate formats (JPG, PDF, XLS, etc.),
c) scan and name documents appropriately,
d) log into and out of all BPI testing portals, candidate portals, and proctor portals,

6.4. Hours of Operation: Refresh Homes shall maintain business hours between 10 a.m. EST to 4 p.m. EST Monday-Friday except closed on legal holidays. Refresh Homes shall respond within twenty-four (24) hours to all communications requiring a response.

6.5. BPI Questions: For alerting BPI of a wrong test ordered online, BPI website concerns, BPI standards questions, or other BPI-specific issues, the Proctor shall contact BPI directly. BPI business hours and contact data are available at www.BPI.org. We have noticed that they may be reached more consistently in the morning and it is best to schedule events accordingly in case issues arise.

6.6. Problems: During the course of proctoring online or field tests, the Proctor may encounter dangerous situations. In such an occurrence, the Proctor is required to adhere to BPI and Refresh Homes requirements, and use their best judgement to determine whether to abort the test, continue the test, or contact the appropriate authorities, including notifying the homeowner and addressing the issue to the best of their ability. Proctor shall note situations and actions taken on the BPI Field Evaluation Form. Proctor shall accept full responsibility for actions taken in a dangerous situation.

6.7. Contact Changes: Refresh Homes and Proctor shall notify the other party within forty-eight (48) hours of any change in their contact data on record.

6.8. Confidential: All communications shall be deemed confidential subject to privacy act restrictions and BPI requirements.

 

7. Process for Online BPI Certification Tests


7.1. Order and Pay: In order to schedule BPI certification tests, the Candidate (via our website or the Proctor's website) or the Proctor (via our Proctor Network™) must request the date and time, choice of Proctor, location, and specific test(s), and pay Refresh Homes for the test(s) via the Refresh Homes website or via PayPal links provided by Refresh Homes. All payments are processed via PayPal.

7.2. Respond to Request: The Proctor shall respond to Candidate test requests to the Candidate via email within twenty-four (24) hours to accept or negotiate the requested test(s) and shall email (or cc) Refresh Homes with the scheduled test information (date, time, location, Candidate names,etc.)

7.3. Coordinate Test: The Proctor shall be responsible for coordinating with the Candidate in a timely manner in order to determine acceptable specifics such as location, equipment, reference materials, and internet connectivity. Proctor shall be responsible for ensuring that the test facilities meet the following requirements per BPI:
a) adequate lighting for reading and writing,
b) a room free from disruptions or other distractions,
c) tables/desks and chairs for each Candidate,
d) per Candidate being tested, spaces with a minimum of 54-inches center-to-center,
e) a maximum of 25 Candidates, per written examination Proctor, and
f) NATE, HERS, or CFR 608 certifications of Candidate, if any, must be sent to certifications@bpi.org prior to the test.

7.4. Proctor Test: The Proctor shall adhere to all BPI and Refresh Homes requirements for test proctoring.
a) Proctor shall budget and schedule for a minimum of twenty (20) minutes, in addition to the test, to allow for Candidate ID, Candidate picture, testing forms, application forms, setting up, logging into portals and tests, surveys, procedural questions, etc. as necessary.
b) Proctor may allow Candidate to provide their own up-to-date Windows-based computer with Internet Explorer and Proctor shall provide a similarly equipped back-up computer with power-cord in case of technical difficulties with Candidate's computer.
c) Proctor shall provide to Candidate for the test(s):
a clean copy of the appropriate BPI standards,
a non-graphing calculator,
two (2) working pens or pencils,
three (3) blank, gridded or lined 8 ½ x 11 sheets of scratch paper with the Candidate's name and date clearly written at the top of each page,
an environment per BPI (including one electrical outlet), and
a recitation of the BPI online testing script.
d) Proctor shall log-in to testing portals, order tests, and be fully responsible for ordering the correct tests. Proctor shall follow the then-current BPI testing instructions. Incorrectly ordered tests must be immediately reported to Matt Anderson (manderson@bpi.org).
e) Proctor shall monitor and limit the test time to two (2) hours per 100-Question online test or one and a half (1.5) hours per 50-Question online test. In the event of abnormal delays on BPI's testing server (for example, page-loads taking longer than five (5) seconds), the Proctor shall record the frequency and duration of the delays with indication(s) from Candidate (they may raise their hand or otherwise signal occurrences) and the Proctor may add additional time to the test accordingly and note the issue and severity on the Refresh Homes Testing Form.
f) Proctor shall print (to a PDF file) the Candidate's test results screen and shall email to Candidate a copy of this file for their records within forty-eight (48) hours.

7.5. Release Data: The Proctor shall require the Candidate to list Refresh Homes (P.O. Box 28035 Newark, NJ 07101) as the BPI Affiliate for the test(s) and choose to release the test data to Refresh Homes where optional on all tests conducted through Refresh Homes as the BPI Affiliate.

7.6. Submit Documents: The Proctor shall email all of the following documents as attachments within ONE email submittal to testing@bpi.org and cc: marshall@refreshhomes.com within forty-eight (48) hours of the completion of each test:
a) Scratch Sheet(s) (in a single scanned PDF format file, with the file named: SCRATCH.pdf),
b) Candidate's photograph in JPG format with the Candidate's first and last name (no spaces; for example: JohnSmith.jpg) as the file name and showing Candidate's name legibly written on a paper held at chest height, and
c) Refresh Homes Testing Form (in a scanned PDF format) completed, signed and dated by the Proctor and the Candidate.

 

8. Process for Field BPI Certification Tests


8.1. Order and Pay: In order to schedule BPI certification tests, the Candidate (via our website or Proctor's website) or the Proctor (via our Proctor Network™) must request the date and time, choice of Proctor, location, and specific test(s), and pay Refresh Homes for the test(s) via the Refresh Homes website or via PayPal links provided by Refresh Homes. All payments are processed via PayPal.

8.2. Respond to Request: The Proctor shall respond to Candidate test requests to the Candidate via email within twenty-four (24) hours to accept or negotiate the requested test(s) and shall email (or cc) Refresh Homes with the scheduled test information (date, time, location, Candidate names,etc.)

8.3. Coordinate Test: The Proctor shall be responsible for coordinating with the Candidate in a timely manner in order to determine acceptable specifics such as location, equipment, reference materials, and test-house homeowner consent whether they are provided by the Proctor, the Candidate, or some other entity. Proctor shall be responsible for ensuring that the test facilities meet the following requirements per BPI:
a) field exams must be in a residential or multi-family building with at least one functioning combustion appliance (not including a stove) and preferably with ductwork; a laboratory setting must have equipment for all relevant tasks,
b) an environment free from disruptions or other avoidable distractions,
c) appropriate, working test equipment available for each exam given (may be provided by Candidate, Proctor, or other entity; equipment ownership is not a prerequisite of BPI certification),
d) a maximum of one Candidate, at a time, per Field Proctor, and
e) NATE, HERS, or CFR 608 certifications of Candidate, if any, must be sent to certifications@bpi.org prior to the test.

8.4. Proctor Test: The Proctor shall adhere to all BPI and Refresh Homes requirements for test proctoring, and specifically:
a) Proctor shall budget and schedule for a minimum of twenty (20) minutes, in addition to the test, to allow for Candidate ID, Candidate picture, testing forms, application forms, procedural questions, etc. as necessary.
b) Proctor shall provide to Candidate for the test(s):
a BPI Certification Application form,
a clean copy of the appropriate BPI Field Guide(s),
a clean copy of the appropriate BPI Standards,
a non-graphing calculator,
a timer with indicators for seconds and minutes,
a flashlight,
a laser pointer,
two (2) working pens or pencils,
three (3) blank, gridded or lined 8 ½ x 11 sheets of scratch paper with the Candidate's name and date clearly written at the top of each page,
an environment per BPI, and
a recitation of the BPI online testing script
c) Proctor shall independently and discretely time and record all timed events such as spillage, steady-state, etc.,
d) Proctor shall not train or answer any technical questions before, during or after the test,
e) The Proctor and the Candidate must sign the Refresh Homes Testing Form as consent and understanding of the terms of BPI testing,
f) Candidate and Proctor shall not use phones for any type of communication, except in case of emergency, for the duration of the test.

8.5. Hypothetical Situations: In the event of missing data or lack of appropriate conditions, and on a limited basis, the Proctor may provide simple hypothetical data or conditions as appropriate to help evaluate the Candidate's performance according to the BPI Field Test Evaluation Form. In such an event,
a) Proctor shall record the hypothetical situations and data given to Candidate and the Candidate's responses,
b) Proctor shall clearly indicate to Candidate whether the hypothetical situation is to be permanent or temporary with respect to the test,
c) Proctor shall cease all hypothetical situations if the Candidate becomes annoyed or confused, and the test shall continue as required, and
d) Examples might include: attached garage, ducts in attic, house volume, CAZ scenarios, etc.

8.6. Release Data: The Proctor shall require the Candidate to list Refresh Homes (P.O.Box 28035 Newark, NJ 07101) as the BPI Affiliate for the test(s) and choose to release the test data to Refresh Homes where optional on all tests conducted through Refresh Homes as the BPI Affiliate.

8.7. Submit Documents: The Proctor shall email all of the following documents as attachments within ONE email submittal to testing@bpi.org and cc: marshall@refreshhomes.com within forty-eight (48) hours of the completion of each test:
a) BPI Certification Application form (in a scanned PDF format),
b) Candidate's photograph in JPG format with the Candidate's first and last name (no spaces; for example: JohnSmith.jpg) as the file name and showing Candidate's name legibly written on a paper held at chest height,
c) Refresh Homes Testing Form (in a scanned PDF format) completed, signed and dated by the Proctor and the Candidate,
d) BPI Field Test Evaluation Form (in XLS format per BPI) All scoring and notes must be included. Line-item notes should be entered in the general notes after the "Notes" cell at the end.
e) Video of Test (in MOV format per BPI) Only required for in-house* staff tests. (*in-house certification testing requires BPI approval; email affiliate@bpi.org for full details)

8.8. BPI Grading : Proctor shall inform Candidates that processing and grading of the field examinations may take three (3) to six (6) weeks, that they should not contact BPI in the interim, and that test results shall be posted and available to Candidates in BPI's Candidate Portal.

 

9. Activities of Proctors for Refresh Homes


9.1. Per BPI: Proctors shall remain in good standing with BPI.

9.2. Use BPI: Proctors shall regularly access the BPI Proctor Portal and the BPI Candidate Portal as necessary to verify accuracy.

9.3. BPI Updates: Proctors shall participate in all BPI Proctor conference calls or webinars, and shall receive and promptly comply with BPI communications.

9.4. Proctor Network™: Proctors shall regularly access the Refresh Homes Proctor Network™ to participate and remain knowledgeable of issues and changes.

9.5. Contribute and Learn: Proctors are encouraged to participate in discussions affecting the building science industry by joining and participating in discussions on forums (and respective subgroups) such as:
a) LinkedIn's "RESNET BPI – Energy Audit and Home Performance",
b) LinkedIn's "Building Science Community",
c) LinkedIn's "Efficiency First",
d) and other groups as appropriate.


10. Logo Use and Hyperlinks


10.1. Per BPI: Proctors shall adhere to BPI's Logo Use Policies and Procedures v.2008.

10.2. Copyright: Proctors shall not copy, record, modify, or distribute any portion of the existing or future iterations of the Refresh Homes logos, websites, documents, or images without prior written consent and specifications.

10.3. Concealment: Graphic representation of the Refresh Homes logos, when part of a document produced by Refresh Homes for use by the Proctor shall not be removed, altered, or concealed.

10.4. Printing: When printing Refresh Homes documents for approved use, the graphic representation of the Refresh Homes logos shall retain the original context, proportions, colors, contrast, and orientation, and text portions of the logos shall be no less than one eighth (1/16) of an inch, and the entirety of the logos shall be clearly legible from a distance of twenty-four (24) inches and not visibly pixelated from a distance of six (6) inches.

10.5. Non-Suggestive: The Refresh Homes logos and forms shall not be used, altered or arranged in a manner that conveys or attempts to convey a greater or lesser association between Refresh Homes and the Proctor, BPI, or any other entity than has been established contractually.

10.6. Non-Suggestive Web: Hyperlink graphics and their associated hyperlinks provided by Refresh Homes for use by the Proctor shall not be modified and shall not be used, altered or arranged in a manner that conveys or attempts to convey a greater or lesser association between Refresh Homes and the Proctor, BPI, or any other entity than has been established contractually.

10.7. Updates: Refresh Homes and BPI may occasionally provide new versions of forms, logos, graphics, and hyperlinks, and Proctor shall update to and use any new versions, including on their websites, within thirty (30) days.

10.8. Ownership: Refresh Homes shall retain full ownership rights of any forms, logos, graphics, and hyperlinks.

 

11. Failed Tests


11.1. Per BPI: In the event of a failure of an online test or a perceived failure of a field test, the Proctor must adhere to BPI testing requirements. Additionally, Proctor Network™ Proctors may only offer to re-test (for an additional fee and without training in the interim) or they may offer additional training (without re-testing at any point in the future.) The Proctor may not offer additional training and a re-test.

11.2. Rights: Proctor shall inform Candidate of their rights to re-testing,

11.3. Waiting Period - Onlines: Candidate must wait at least eight (8) hours before retaking a failed online test, but may take other tests, including field tests, and other online tests,

11.4. Waiting Period - Fields: Candidate must wait for official grading results from BPI before retaking a failed or perceived to be failed field test,

11.5. Conflict of Interest: Proctor may offer to proctor the Candidate for the same test in the future or may offer to train the Candidate, but shall not offer to train and test the Candidate,

11.6. KETL: If training at a future date after a failed test, Proctor shall not train to or refer to specifics of any testing materials or performance, but rather shall only utilize the major subject headings (of the Knowledge Essential Task List (KETL)) as provided by BPI on their test results.


12. Dispute Resolution

12.1. Policy: Proctor shall maintain and adhere to a dispute resolution policy and shall submit the policy to Refresh Homes.

12.2. Example: An acceptable policy is available upon request.
13. Changes to Policies

Refresh Homes reserves the right to modify or waive any portion of the Refresh Homes requirements with prior written notice to the Proctor.
